Known as the software production system, this model enables CTOs to pinpoint where critical issues exist, from urbanization to operations, thus facilitating the identification of capabilities that must be developed in a sustainable order.

A systemic approach considers the entire iceberg. Various practices may concentrate on specific areas, such as collaboration processes, skill enhancement, or management priorities. The challenge lies in determining whether these topics are the right priorities within the broader context and if they can mutually reinforce one another.
